NAFASI ZA KAZI : Monitorin Monitoring and Evaluation Program Officer

Tutunzane 11 Program (CDC Funded).
Location: Dar es Salaam
Key Tasks:-
Monitoring and Evaluation
Coordinate with M&E Managers to ensure that M&E activities are outlined in pathfinder and partners work plans and support the program staff to implement the M&E plan.

Ongoing review and updating performance questions, indicators, methods, formats and analytical processes. Ensure the monitoring of TUTUNZANE program is based on project performance indicators that are used to inform program strategies and to refine performance monitoring plans and planning frameworks.
Carry out routine quality assessments to maintain adequate quality control in all aspects of M&E from data collection to results’ reporting.

Reporting and Communication
Review progress report in collaboration with program managers and provide feedback to the partners based on their performance
Prepare semi-annual and annual PEPFAR reports and draft quarterly project reports in close collaboration with project staff.
Ensure M&E data is entered and updated regularly in pathfinder online database system (ODS) and PEPFAR PROMIS database.
Prepare routine reports including presentations, brochures and PMP summary sheets
Liaise with stakeholders and represent the project results at relevant forums and workshops on M&E issues as requested by managment
Provide information in response to ad hoc internal and external requests
Capacity Building
Strengthens TRCS and CHMT capacity to collect, collate, and submit data to NACP/MOHSW using national recording and reporting tools and use data for management and programmatic decision
Building the capacity of TUTUNZANE providers in monitoring the activities they are implementing in the program. The capacity building will include training of providers and their supervisor on national HBC monitoring systems, data quality controls and data use.
Keep up-to-date with developments in M&E, including best practice examples within the country

Qualifications and Experience:
Have a master’s degree in Public Health, Epidemiology, Demographics or a related field
Have a minimum of three years of experience in monitoring, designing, and implementing programs in health, HIV/AIDS, or human resource management

Experience in monitoring and evaluation including the ability to develop and monitor database systems for data management and routine reporting.
Be familiar with USAID reporting regulations and have significant experience with PEPFAR reporting requirements.
Possess demonstrated skills in quantitative data analysis and data management as well as demonstrated analytical skills and experience in identifying and evaluating best practices approaches to be utilized by the project.
Experience in using data/evidence for decision-making.
Experience in working with district leaders/officials (i.e. HBCCO, CHMTS) in a decentralized setting.
Proficiency in statistical databases (e.g. SPSS, EPI-Info) as well as strong skills in Excel, Word, Access and Power Point.
Excellent written and oral communication skills in English and Swahili with proven ability to document and articulate results.
Ability to communicate and coordinate effectively with donors, MOH, project partners and to provide technical M&E leadership and represent pathfinder.
