TITLE:Program Officer, Capacity Building

REPORTS TO:

The HUSIKA Project is a vibrant new partnership project in Tanzania. It
includes PSI (the project lead), EngenderHealth, Femina and T-MARC. The
primary beneficiaries for this intervention are: commercial sex workers
(CSW), women engaged in transitional sex (WETS), and their partners and
clients. The overall goal of Husika is to ‘reduce HIV incidence in
Tanzania by preventing HIV transmission between at-risk and Most At-Risk
Populations (MARPs) and their sexual patners’. The project has two
programs objectives namely: Strengthen the protective behaviors of
at-risk populations, MARPs and their sexual patners to prevent HIV
transmission: and Strengthen the environment at the national through to
community levels to enable at-risk populations’ and MARPs access to high
quality medical and non-medical support and services. Husika is now
seeking the expression of interests for the position of Program Officer,
Capacity Building based in Dar es Salaam. This position is open for
Tanzania national candidates only.
Scope of Position:
The
Program Officer, Capacity Building, under the supervision of the STA
Service Delivery Management, will build capacity and provide guidance in
establishing functional training procedures for the delivery of
standard trainings in all programs/projects supported through
EngenderHealth for Husika. He/She will work with other technical
advisors, including from EngenderHealth (EH) global, to design and
implement trainings to support the delivery of comprehensive service
delivery for key populations; HIV integration as well as advocacy,
gender and Man as Partners (MAP) trainings. The Program Officer,
Capacity Building will apply evidence-based practices in all of his/her
work.
Specific Responsibilities:
Develop and/or adapt
training manuals/curriculum, teaching aids and other training manuals in
line with national and international standards.
Work with MOHSW and partners in updating and reviewing technical guidelines and training curriculums.
Support the development and effective implementation of EH Husika training strategy, frameworks and approaches.
Develop comprehensive training schedules; post training
follow-up master plan and lead all training related coordination
activities.
Participate in the review and adaptation or
development of training and outreach materials; and further organize and
facilitate training of cohorts of health staff of identified service
delivery partners as well as community teams working in partnership with
Husika and Husika partners.
Ensure internal staffs have
technical skill and capacity to provide technical assistance in RH to
key populations. The incumbent is responsible to build the capacity of
Husika staff, partners and master trainers to deliver quality training.
Provide technical assistance to district and regional training
facilities, CBOs and provide regular technical assistance to ensure
their functionality; conduct training needs assessment as necessary;
perform training evaluation and follow-up.
Adapt, synthesize,
disseminate and integrate lesson learned and best practice in regards to
key population service delivery trainings and training related
activities.
Working closely with the TA Service Delivery, TA
Gender Programming and MOHSW counterparts to ensure staff are gender
sensitive and consistent application of clinical and RH service delivery
standards, protocols and guidelines in all Husika project activies.
S/he is expected to travel to and work in the focus geographic area up to 50% the time.
EDUCATION & EXPERIENCE
Medical degree, nursing degree or other relevant social science
degree. Masters Degree in Public Health is an advantage. Certificate in
training facilitation preferred.
Knowledge of public health, HIV prevention, Stigma and discrimination, GBV preferred.
At least three (3+) years of experience in training related field
with commendable experience in curriculum development, training manual
preparation, training needs assessment, etc.
Demonstrated
technical expertise in organizing and facilitating trainings, clinical
monitoring and providing mentorship on service delivery on key
populations (as defined herein) and RH related topics for public,
private and NGO audiences.
Experience with and understanding of MOHSW training system.
Experience in capacity building for advocacy activities
Experience in documentation, presenting findings, results and lessons learned to a variety of audiences.
Fluent in Kiswahili and English, with excellent written and oral communication skills.
Computer literate with Proficiency in the use of Microsoft Office Applications.
TITLE:Program Officer, Quality Assurance
Husika
is now seeking the expression of interests for the position of Program
Officer, Quality Assurance based in Dar es Salaam. This position is open
for Tanzania national candidates only.
Scope of position:
The
Program Officer, Quality Assurance under the supervision of the STA
Service Delivery will provide clinical assistance and guidance on
service delivery for key populations and sexual reproductive health
services under the Husika Project. S/he will work with the Ministry of
Health and Social Welfare (MOHSW), facilities at the regional and
districts levels as well as with the Husika partners to support
provision of a comprehensive package of quality HIV prevention services
for key populations (especially SW, WETS and their male clients and
partners). The Program Officer, Quality Assurance will apply
evidence-based practices in all of his/her work.
Specific Responsibilities:
The Program Officer, Quality Assurance is responsible for
establishing a system that meets the Tanzania MOHSW requirements in
service delivery, data recording and training of service providers for
service delivery to key populations.
S/he will be required to
track data in the service delivery points in project areas (static and
mobile health facilities), to observe and document gaps and formulate
plans to ensure quality service delivery for key populations, especially
SW, WETS and their male clients and partners, and support achievement
of project objectives and indicator targets.
S/he will also
ensure quality functioning of the referral linkages (such as referrals)
between the outreach and peer education components of the project and
facility-based and community-based services for key populations.
S/he shall advice the Program Officer, Capacity Building on needs for
quality improvement interventions such as training of staff, partners or
target communities.
Developing and/or adapting and periodically
updating Husika program staffs and implementing partners on best
clinical practices for key populations, especially CSW, WETS and their
male clients and partners.
Synthesize data and write reports to
disseminate lessons learned and best practices with EH Husika experience
in improving clinical services towards key populations, especially SW,
WETS and their male clients and partners.
EDUCATION & EXPERIENCE

Senior Technical Advisor (STA), Service Delivery Management
Husika
is now seeking the expression of interests for the position of Senior
Technical Advisor (STA), Service Delivery Management based in Dar es
Salaam. This position is open for Tanzania national candidates only.
Scope of Position:
The
STA, Service Delivery Management, which is designated as a key
personnel position on the Husika Project, provides overall strategic
leadership in assisting health managers, facilities and service
providers to create an enabling environment for provision of quality
health services for Key Population Groups (KPGs). S/he provides
strategic management for Husika service delivery activities. S/he also
provides a link among PSI (as the lead organization) and other partners
such as the Ministry of Health and Social Welfare (MOHSW) and the Office
of the Prime Minister. S/he strengthens the environment at national,
regional, and local levels to enable KPGs access to high quality medical
and nonmedical care.
Based in Dar es Salaam and working in
collaboration with project partners, the STA will build capacity with
civil society organizations (CSOs) and other human rights-based
organizations to spearhead initiatives to advocate for gender equity,
comprehensive packages of HIV prevention services for KPGs, and to
eliminate stigma and discrimination towards KPGs as well as gender-based
violence (GBV). The STA will represent the service delivery portfolio
at the national level, and within project partners, to provide technical
guidance to project staff.
Specific Responsibilities:
As the senior technical resource person for the Husika Project work in
service delivery, s/he will take the lead in programming initiatives to
improve access to quality HIV/AIDS services and reduce barriers through
advocacy (in collaboration with other stakeholders) at the national,
regional and district levels.
Provide technical support and
engage key stakeholders in implementing the service delivery strategy;
serve as the Project’s contact person for other networks of CSOs, human
rights organizations and HIV groups engaged in service delivery.
Direct/oversee capacity building on service delivery and gender
& MAP trainings for project partners, CSOs, project staff,
volunteers and other key stakeholders.
Ensure that community-level activities with KPGs address stigma and discrimination and social marginalization issues.
Direct/oversee ‘service delivery capacity building’ for
government agencies and other partners in using data for informed
decision-making, policy analysis, and presentation of data for a variety
of audiences.
Monitor the implementation of the project’s service delivery strategy.
Synthesize data, document and write reports to disseminate lessons
learnt for best practices and way forward with the Husika Project
experiences in promoting gender equality and health of the families.
Write accessible policy briefs and position papers.
Compile and write quarterly reports, bi-annual report and annual report
Assist with developing and writing technical and/or research
papers that document the achievements of Husika Project’s work.
Identify relevant platforms for sharing and exchanging experience
regarding the Husika Project’s work at national and international
levels.
Foster partnership and collaboration with the Government both at national and local levels.
Assist in adopting lessons learned and work with government
departments and relevant ministries, as well as its agencies such as
TACAIDS, NACP to develop, implement and disseminate appropriate
national strategies and programs for KPGs
Participate in key service delivery policy processes on behalf of the Husika Project.
Conduct regular situational analysis regarding HIV prevention
policies, gender, gender-based violence, and other policies that affect
KPGs and access to quality services.
Participate in regular
meetings with colleagues, counterparts, government, donors and other
partners in relation to the duties outlined herein.
As the most
Senior EngenderHealth project staff, provide day-to-day management of
EngenderHealth’s activities under the sub-award, and supervise other
EngenderHealth project staff, including staff performance and appraisals
Provide technical support and oversight to all EngenderHealth employees and contractors working on or for the project
At the local level, help manage and ensure payments/liabilities
are reviewed and paid or retrieved, as appropriate, in compliance with
PSI, EngenderHealth, USAID and Government of Tanzania rules and
regulations as they apply
Maintain HR and other relevant EngenderHealth operational files (or copies of these)
Coordinate EngenderHealth back-stopping at the field office
Perform other duties as assigned.
Work in the field up to 40% of her/his time.
EDUCATION & EXPERIENCE
Master’s degree, preferably in the fields of public health, social sciences, gender studies/policy or other relevant fields.
Seven years of work experience in designing and implementing service delivery or KPGs projects.
Demonstrated experience working effectively with government
stakeholders (national and local levels), civil society and human rights
organizations, uniformed services, private sector partners and directly
with members of at-risk communities in order to mobilize, enable and
sustain a political and social environment conducive to protective HIV
prevention, care and treatment interventions.
Experience in
integrated approaches to health service delivery in the public sector
and/or with private sector networks; experience in community engagement
for health is a plus.
Proven experience in managing HIV/STI, gender equity, KPGs or reproductive health programs.
Excellent knowledge in gender issues and gender-based violence,
particularly as they relate to HIV prevention, care and treatment
policies.
Experience building capacity among a wide range of
stakeholders to advocate for improved policies to increase access to
HIV/AIDS services and reduce barriers, including issues of stigma,
discrimination and social isolation KPGs
Excellent knowledge of
issues related to gender based violence, women’s empowerment, male
involvement, gender alignment and the promotion of gender equality as it
relates to KPGs.
Experience in presenting findings, results and lessons learned to a variety of audiences.
Monitoring and evaluation skills to document successes in the HIV prevention, gender, policy and advocacy arena.
Experience with donor funded programs (especially USAID) preferred.
A personal and professional commitment to gender equality.
Ability to apply qualitative and quantitative methodologies in monitoring and evaluation.
Conceptual thinker, with excellent follow-through and organizational skills.
Computer literate with proficiency in data handling programs or
strong computer skills necessary for the information system, data
analysis and reporting, including Microsoft Word, Excel and Access.
Fluent in English, with excellent written and oral communication skills. Additional fluency in Swahili is preferred.
Excellent interpersonal, ability for teamwork, and supervisory skills.
Ability to travel in country up to 40% of time.
